| I don't know if it's the best way, but when I repainted mine, I striped them of old paint, primed them, then used an exterior latex paint.
I was worried if I didn't go through all the trouble, it would look like
the condition before I painted them shortly after.
I would suggest to at least prime them so the new paint has a surface to adhere to.
