how to hook up the electrical on a gas 1968 cushman golf cart

I was given a 1968 cushman, gas golf cart. It has a 8HP Kohler engine. I would like to give it to the grand kids to ride around.
I have a electrcal diagram. which I have followed to the letter. It did run at first. It has a new soleniod, and voltage regulator in it.
The most I can get it to do is (click) at the starter when trying to start it. The battery is in good shape. I have power at the key, solenoid, and starter, and coil. Is there suppose to be any power to the Voltage regulator? If so, where does it come from?
As you can see I'm not a mechanic.
