New Home Seattling

Is it normal for a new home to vibrate /trimble when trucks or even fast cars pass by due to settling?

This is not part of settling. I would be concerned and have a structural engineer take a look. The trucks can move the road bed in the soil but the soil should not be able to transmit the vibration to your foundation unless that road is right on top of you.
