Cuckoo Clock not dropping weights

I couldn't figure out where to ask this question since it didn't seem to fit in appliances or electrical, but here goes.

I have a Black Forest Cuckoo Clock that my husband brought over from Germany. My nephew spent the night on the sofa so I stopped the pendulum so he wouldn't get serenaded every hour.

The next day or so, I reset the clock, started the pendulum and pulled the weights up to the top position.

Since that time only the middle weight drops. The clock keeps time, but the other two weights just hang out at the top.

Any ideas?
