Craftsman 5.5 HP

I have a Craftsman 5.5HP push mower. I have run in to problems with the starting circuit.
It appears as though the primer bulb has no effect in starting the engine.
In order for the engine to start,I have to put my thumb over the intake to get enough vaccuumn for it to start. Otherwise , it runs fine.

Any suggestions....?
