Constructing a pond

I have a great deal of interest in digging a small pond
for my front yard. Considering that my house is located on a high water table I would like to benefit from the water that I am presently pumping out to the ditch that encircles the entire subdivision that I live in. As it stands right now the water just runs away from my house with no benefit whatsoever, other then keeping my basement dry ofcourse! Now I have a 4" pipe buried 3 feet under ground that runs from the back corner of my house down to the ditch, 125' away! At about the midpoint of this pipe I would like to have an oval pond approximately 15'x12'. What I was thinking about doing is installing a "T" with a valve attatched so that I can divert the water flow in the spring, summer and fall months to the pond. And then in the winter months revert to draining the water back down to the ditch. Also, in an effort to keep the water in the pond at a specific level, I'm considering installing a small brook that will drain any excess water down to the ditch. In order to keep the water from soaking into the ground I'm considering purchasing a rubberized pond liner, the flexible type, not the molded type for both the pond and the brook. I've also got many large boulders on my property that I will encircle the pond with.
Is there anybody out there who can give me any further advice or improve on my plan? I would also like some advice on pond vegetation? Are fish feasible for this type of pond? Any information would be greatly appreciated. Thanks
