Where would I go to ask about removing bottom paint on a boat???

Many fiberglass boats aren';t actually painted, the color is part of the gel coat. If you sand the old finish fairly smooth it isn't necessary to remove it all of the way, just apply the new paint over the old. I assume you know that there is special paint for underwater boat hulls.
