not recognizing dvd/cd's

My Philips 640 DVD writer no longer recognizes any disks placed in it. I rarely used this drive and generally only burn music cd's. I have installed and uninstalled Roxio 7.5. I currently have Roxio 8.0 along with several other write programs.
Here is the symptom: I put a cd or dvd into the drive and instead of getting the blinking lights I get a solid green light for about 10 seconds and then it goes out. I do not hear the disk spinning like in my other cdrw drives which work just fine.
Device manager says it is working properly. I have uninstalled the driver and the device and physically removed it from my tower and reinstalled it again.
I have a habit of downloading too many programs and getting in over my head, but really cannot think of anything which I did to cause this problem.
I do not know how long this scenario has been going on, since I rarely use this drive anyway.
I am about to buy a new DVD drive, but hate to waste the money if not necessary.
win XP Pro with all updates
120 gig HDD
1 gig memory - dual layer
P4-2.4 cpu
Norton corporate AV
Radeon 9250
