A friend and I are looking to open a restaraunt once leaving university what would be our first step?

Take that money and go into some other business.

First is this a hot dog stand as a street vendor or a 5 star deluxe ?

About 90 percent of all restaraunts fail, so finding funding without a super business plan is not going to happen.
