Native American partnerships in general contracting govt contracts?

I have heard that Native Americans can partner up with non-native general/building contractors on government contracts, and can still use their Native American status, i.e. minority preference.

Does anyone have any information on this subject or related material? Is Native American minority preference any different than other minorities?
