Talent Agency Licensing in AZ?

Hello my name is Athene. I am an Entertainer( Singer, Music, Dance). I would like to step behind the scenes and be an Agent. What steps are required to be a legit talent agency in AZ, aside from SAG and AFTRA? Thank you.
