Hector Berlioz

???Berlioz wrote an overture called "Le francs-juges", intended for an ópera of the same name. In what sense is the word "francs" used?
In spanish, it can mean "frank, honest" or that nationality of the people who gave birth to France in the Middle Ages.
Thank you for your answer... best regards, CARLOS
