Wireless Zero Configuration not working

When I start my laptop or the (wireless zero config service) WITHOUT a hard wired ethernet line connected to my laptop my laptop will not be able to search for networks.

If I stop the service, plug in a hard wire and restart the service it finds the wireless networks successfully. Does anyone know why I need to be hard wired for wireless zero config to start properly?

try typing "services.msc" in the cmd prompt.

Select the sevice.

Select the startup type as automatic.
