Is this a personal or a company owned computer? Are you getting an Access Denied message? If it is company owned, there is likely a policy that is blocking you from opening the TCP/IP settings.

u dont have the administrator privillege if its a home computer / laptop log in with administrator then go to control panel /user account & change the account type if u r in a office network then ask to ur administrator else ask me again for password breaking
