Does anyone know of a procedure or product that will remove scratches on vinyl phono records?

Are you asking about major scratches across the grain of the record or just normal wear-and-tear types of very minute scratches?

Although this is not the question asked, you can convert vinyl to CD and remove the scratch electronically.
