Music file-sharing legalities

I've been seeing alot about piracy laws and heard alot of what is said about Napster and such, and I am wondering about the file sharing programs. Are they also being monitored and regulated? If so, what is going on with them? I have a file sharing application on my computer, but I don't want to be doing anything that is illegal. Please help.
