Using DVD-RAM Type-4

I have used DVD-RAM Type 2 Single-sided rewritable disc on Windows XP with no format required.
When I try to use DVD-RAM Type 4 Double-sided rewritable disc on Windows XP it displays a message about format required, and asks if to proceed ?
My DVD-Writer can handle dual/double layer.
If anyone has any information on this I would be much obliged
