What is the name of the movie? European thriller?

Hi, I remember this movie from a while ago and would like to know the name of it.

The movie is about a former criminal of some kind who suffers memory loss of some kind and is found and taken care of by a woman.
The former criminal is in turn hunted by two men in black suits who in a scene torture a man by electrocution. The torture victim survives and goes on his own hunt for justice(dont know if he's actually looking for the men in black or the woman for some reason). There is a scene where he ripps the whole phonebook from a phonebooth.
Scenes I remember is the woman killing one of the men in black by forcing him out of a window with a powerdrill while dressed in black sunglasses and a hair veil.
The former criminal, woman and torture victim meet up in the end of the movie with still the older and second man in black stilla fter them.
Another scene is the killing of the second men in black in which the tortured victim(hes a funny looking guy, also dressed in a suit, doesn't say anything, and has very frizzy hair) shoots him repeatedly from several angles while the man in black still continues to walk straight up).

I don't really know if its a european movie, it could be american or from another country, but it is in english. Appreciate any answers.
