What is the name of this movie

It is a murder mystery. The murderer has the ability to disguise himself from his victims.
At the end of the movie, he has made himself up as a brick wall in a victims apartment and blends in. However, the detective notices the winking or blinking of his eyes. I don't know any of the actors names, nor can I recall much more of the movie.

when a stranger calls back....the sequal to the original when a stranger calls. not the new one. freaked me out as a kid.
