unknown WWII American POW's in Germany?

Hi,
I'm looking for the title of this movie. I don't remember who is in it. I do remember that the POW's burn down the prison camp by flooding an area around a woodpile with gas where a German prison guard lights his cigar everyday and throws his match. The POW's also work on the German trains and railroad. They switch tracks and send trains in circles and confuse the Germans by switching the town names on the water towers. It seems that this movie came out in the 50's or 60's. This possibly may be the movie that inspired Hogan's Heros. It definetely is not Stalag 17. Thank you in advance.
