I need the title to a fairy movie

I saw this movie when I was six or seven and do not remember the name of it or very much about it. It is probably from the 80's or 90's. It was a cartoon movie and it was about fairies. There was this fairy queen who had daughters but one of her daughters was a princess and was going to take the throne. But the princess fairy fell in love with a boy and her mother forbid it. That is all I really remember except there was a scene with fire, I think their kingdom was in danger. I also remember a scene with rain and that's about it. The two were in love and wanted to marry. Please someone help me with finding the name of this movie! Thanks

"Fern gulley" pops into my head, but I don't think that's it. I just wanted to throw that out there in case it was it and you had maybe remembered some of it wrong.
