Can't think of the name of this movie

The movie takes place in England, I think. It's a kingdom where in the forest there is a beast that is killing off the people. They call in some outside help, and a blonde intellectual guy shows up with his friend \ bodyguard. The bodyguard is an Asian fellow who doesn't talk much. He is a master of martial arts. They hunt the beast with the kings men and the bodyguard gets killed. This is where the plot thickens. The blonde intellect turns out to be this bad as* warrior himself. He tracks down the beast and finds out that it's really a tiger who has been surgically fitted with metal armor.

I think the movie came out in the late 90's early 2000's

Please, help me find the title.
