Is it Littlest Angel? Not the animated version, the 1969 live action version.

In detail, The Littlest Angel was of a little shepard boy (Johnny Whitaker) who dies while following a bird up a cliff. Then he meets the bird and God in heaven. Fred Gywnne plays an angel who helps him adjust to heaven. The boy asks to return to earth to get his one precious thing, a box of child treasures. He ends up giving it to the Christ child as it's all he has, and it turns into the start of Bethlehem.
