old children's movie

The movie i'm looking for was probably made in the early 90's. It is an old children's movie and it is animated. It has many stories into one and has many talking animals. There was a big talking bear in between stories and was sort of the "narrator". One story was a man who could fly and would fly around the city, and he went into the ocean and watched a sea horse race. Another story is a mouse who built a room out of wood, and kept on building rooms on top of each other until they all fell down.
This may sound ridiculous and made up, but these are just snippets of my memory and it has been driving me nuts trying to figure out the movie. I used to watch it as a kid and i can not think of the name or find it anywhere. Thank you!

There was this childrens tv-series shown in the 90's with a bear that was the narrator. This is I think a Polish tv-series from the beginning. The title is Janoschs Traumstunde, because it is based on Janosch's stories
