a childhood movie about changing heads! not scary!

There is a childhood movie i used to love! it was a woman who would change heads! she would just pick one for the day like they was shoes. but this was not a scary movie! its a kids movie! i believe it was made in the 70;s or 80's! can anyone help!!

there was a oz sorta sequel with a bad guy/lady who would change heads. and she wanted dorathy's. Called return to oz

"Storybook" had a witch who changed wigs. Maybe you're thinking of that. If not I'd agree with Avemtilla.
