i saw it years ago and was wondering what it was called recently. dont know the exact plot but it had something to do with a guy losing his right eye while fighting mobsters or gangs or something like that when he was hypnotized by a lady who had peacock feathers or something like that. weird i know. but then he wakes up and finds out his eye is replaced with like a super computer eye that can answer any question he asks and he has a staff that he uses like a pole vault flying around the city and can use it as a weapon also.

As he was beening restored his eye was replaced with a eletronic one that could control computers or any eletronic device and he was given a rod or staff to fight with.This staff could extend or retract to fight his enemies and it could shoot out a laser blast from it. I can't remember the movies name could anyone help me?"
