Kid turns off all the traffic lights in his town

I think it was an after-school special of some sort.

It's about a genious kid that eventually turns off the traffic lights in his town to illustrate how insecure the city computer system was.

I'm thinking this is an early 80's movie.

Sorry, that's all I can remember.
