Heaven Movie?

I'm trying to find the name of an odd film I saw part of on TV one day, about 4 years ago. The main character is this man who goes to this paradise (might be heaven, but he's not sure). There he finds some woman he used to love and a very strange man who seems to be some sort of administrator to this paradise. The strange man is short and seedy, with dark eyes and a chain smoker. The parts I saw included the main character trying to settle in to this new place, but finding himself very ill at ease about things. If anyone knows what movie this is, please let me know.

The film you are describing sounds like MADE IN HEAVEN starring Timothy Hutton and Kelly Preston. The strange, chain smoking 'guy' was actually played by Hutton's then wife, Debra Winger and her charater name was Emmitt. If this seems to fit the bill, please let me know.
