Early 90's or late 80's kids movie I think.

I used to love this movie when I was a kid but I can not think of it...tell me if the description isn't good enough please.

There's this brother and sister with their short stubby dog and one day their coloring in this book and all of the sudden they get transported into the coloring book...Once they're in their's no color's in the "coloring book land" and then their dog runs off...Well they meet a girl in this forest and run across a bunch of other people that saw they aren't allowed to have color anywhere except the girl they met has this magical eye glass that if you look through it you can see what the color of everything is or supposed to be. Well near the end the brother and sisters friend sprains her ankle and everyone around helps her by tying their own scarfs and shirts around her ankle and all of the sudden her clothes start to change back have colors on them again and the brother and sister go ack home with their dog...the end..

You're thinking of "Wee Sing in Sillyville" (1989) One of the many Wee Sing video's of the 80's. It's also my favorite of the bunch.
