I saw this movie maybe 3 or 4 years ago.

Unfortunately I don't remember its title or actors names.
The subject is:

On a island somewhere in the Ocean, not far fron the continent, a family lived there. It consists of father, mother and one boy, maybe he was 6 - 10 years old. On that island it came a storm with much snow and all the way of comunicating with the rest of the world was compromited. Something strange happens on that island. The storm was very strong and there were a danger of ending the provisions. Some people started to disappear in strange way (they were killed by someone) . People on the island gathered together and wanted to resolve the problems with the storm. At this time , a strange person came to him and he said he is a wizard and he brought the storm and just he can only end it. For this he wanted a little boy to be given to him. All the parents of little boys was agree with his conditions but just one wasn't. A some kind of loto was organized, and that mother that will extract the black ball will give his child. And of course the fate is cruel and that mother that wasn't agree with wizard's conditions extracts the black ball and had lose her child.

After some years, the father of that child recognize his child in a city from the continent, but can't talk with him. With the movie ends.
