what movies is this?

There was this movie that i remember watching when i was little but i can't remember alot of it. It has to be an 80s or 90s movie, it was animated,and one of the character not sure if it was an important one looked short,chubby,big head,in a shadow beard and i think he smoked a pipe. oh it also look like it could posibly be a japenese film. Does anybody know what this movie could be?
