Can't remember

I can't remember the title of this movie about a young girl who was going to move in a new house or going on vacation, one of the two. All I remember is that the girl tied her sister shoes together in the car they had a accident and everybody got out except for the sister who shoes were tied together. The other sister who tied the shoes together was hunted by the dead sister telling her to do bad things to the family. I remember this movie when I was like five and I like it. PLease HElp!

Oh my gosh! I've seen this movie ( I always thought it was weird that the dad couldn't grab her out of the car) - remember the part where a phone line or something was cut with a round pizza cutter? I remember the big sister kind of popping up at the foot of the younger sisters bed in the dark - it was creepy. I was like 5 too...and don't remember the title of the top of my head. Sorry I'm of no help - I just got excited when I read your post - do you know if it was on tv when you saw it?...

Yeah it was on channel 17 back in the day not saying I'm that old, but it came on television when I was like 5
