I cannot go another day not knowing this movie!

I believe this movie was made 10-20 years ago. It was set in Scotland - Ireland (somewhere over there) It is about a young "mousy looking woman" who is wed to a man and they cannot get pregnant. They take in a boarder & soon afterwards the husbands brother comes with his new "beautiful & blonde" wife who soon becomes pregnant. Then one day Mrs. " beautiful & blonde " and her sister are found murdered with an axe and Mrs. " mousy looking " is found covered in blood on the property in shock. The "boarder" is accused & sentenced with the murders - even though, Mrs. "Mousy looking" is the actual KILLER !!!
