Hello

I have an offer from an international lender based in England. His name is Howard Gates located in Manchester England. His email is [email address]. He is looking for a front fee on a $300k loan of about $4,500. He said it is all done over the internet. DOes anyone have any info on this, is it legit or a scam????????
