Foreign investments

1. I have couple of lands(where you can construct the house), can we take the deductions for mortgage interest paid for these lands. If so which form to use
2. I have a house outside the US and can I declare this as second home, If so travel expenses to this home can be tax deducted? If so which form to use?
3. Not clear on spouse education. If she goes to college and spends some money for fees/books, can I take the deduction and which form to use?
