The Department of Treasury has started garnishing my wages just a few months ago, will they keep my taxes that I file form when I worked in 2010?

I was in the Army for 3 years and 4 months, my term was for 4 year so the $13,000 bonus i got. i just didn't finish my term because i had some personal issues.
