I am REALLY freaked out right now.

Ok, I am 18 years old, about a year ago i noticed these white bumps on my genitals. So I asked the doctor about it and he said it was just ingrown hair, still he tested me for things, but never got back to me. I assumed it was nothing, but lately there have been these bumps showing up on my pubic area. I shave there about 2-3 times a week and sometimes theres a cut. I'm not sure if it's from these minor cuts or not, but they're only getting worse. They are mostly right above at the base of my penis. There's about 10 of them. Also today as I was just checking myself, I found a very tiny pimple on the head of my penis.....help!

Firstly, don't shave, trim.

If the problem persists after letting your hair grow back naturally (keep it short if you want it tidy) then I would take an educated guess at either fordyce spots or PPP (Pearly penile papules), neither of which are harmful to you or any sexual partner.
