how embarrassing

basically when i kiss a girl and generally become a tad excited i release a semen like fluid even when the penis is flaccid...

is this normal or... is this a stupid question

It is quite normal and not a stupid question. It is called pre-ejaculate and meant to be a lubricant.

i have the samething as you soccer soviet...i didnt know if it was normal or not so i was a little concerned lol...but i have it come out; when im hard as well as flaccid....

Suppose this reiterates the previous answers. It is totally possible, reasonable, and likely that some fluid will expel when you are excited. This is a physiologically normal male response to stimulation, even when flaccid.
