If it is a hair follicle then it is possible that the ingrown hair is still there under the skin causing the recurrence. When I was young I had that happen a couple of times. I sterilized a needle and lifted the hair out. If there is no hair then definitely see a doctor to find out what the cause is because the infection could eventually spread.
Regarding your fear of doctors, I would be more afraid of what could happen to my penis than seeing a doctor.

OMG, NO!! You cannot properly sterilize a needle without an autoclave. Any break in the skin increases the risk for infection.

Maybe I've been around for too many decades. For years barbers kept their straight razors in an alcohol solution on the shelf at their chair. The same razor would be used on different people and sharpen on a leather strap. Of course there were nicks and cuts but I don't remember seeing men with infected faces. A needle can be sterilized with a match and alcohol. I'm not recommending using the needle to break the skin. It's already broken because he's popping the bump. It must already be infected. That's the reason for the bump.

My recommendation is to get over the fear of doctors and see one.

I agree with seeing a doctor. I don't like going either, but in this case it's not an option.

It's your penis, do you really want to risk it? I'm betting that it's a pretty important part of your life, so see a doctor, get it treated correctly. This is not a do it yourself project.
