It all depends on the man. I started to get a few hairs when I was about 15 so I started shaving. By the time I graduated high school two years later I had a full beard. I know some guys who couldn't grow one if their life depended on it.

My best friend in high school could grow a full one at 15 or 16. I was almost 22 before I had enough to even worry about shaving, Now if I don't shave twice a day I look shaggy.
