Bump after shaving penis

I was shaving hair off the base of my penis shaft when I must have moved the razor too roughly. Now for the past 2 weeks I've had 2 bumps on the base of my shaft, one of which barely cut the top layer of skin.. I decided to squeeze one, and some clear liqud and something like pus came out of it. Now it has shrunk down and in effect gone away. The second bump, which was not cut in the first place, is a quarter inch big, but hasnt gotten any bigger. It's red on the edges and white in the center, and seems to be an agitated hair follicle. It hasnt shrunk at all, but I also have squeezed it and agitated it also. Last week, it seems it had a blue center, but that has gone away. I have masturbated daily, and I think that is the reason why it has not shrunk. So, if I stop agitating it would it go away, or do i have to see a doctor?

Ok, after paying attention to it, and not masturbating, the swelling went down to just a red spot with no real problems other than visual. There was never any pain with this bump, and I think might go away but would like a second opinion.

probably an ingrown hair. Happens sometimes. Blacks are more often plagued with it than whites. Or just an infected hair follicle. If it is it will go away, if not see a doctor.
