It took me 16 steps of transferring water from cylinder to cylinder without needing to mark the cylinders (cheating). I will use shorthand 7:13:0 to describe the initial condition and => to separate the steps. So the first step is to empty the 7L into the 19L cylinder giving: 0:13:7. The remaining steps are 0:1:19 => 7:1:12 => 0:8:12 => 7:8:5 => 2:13:5 => 2:0:18 => 0:2:18 => 7:2:11 => 0:9:11 => 7:9:4 => 3:13:4 => 3:0:17 => 0:3:17 => 7:3:10 => 0:10:10. Voila!

Excellent! This is like that scene in the thid "Die Hard" movie where they have to put 3 gallons of water into a 5 gallon container - that riddle was a lot easier than this one.
