No fuel through fuel pump

My 19HP B&S engine will not start. Spark appears OK, fuel is getting to the fuel pump, but nothing is coming out the carb. side. Is this a vacuum problem or a bad pump?

Fuel gets to the fuel pump but does it reach the carb under pressure? If not your pump is bad. If the fuel reaches the carb but doesn't go any further check the float and needle valve inside the bowl. Your needle may be stuck closed, up.
