Aphids on River Birch falling on the deck and on my skin

It's getting to where I dread staying on the back deck for any length of time. After a few minutes, I can feel my skin crawling with tiny specklike greenish yellow aphids that have fallen from our large 40'+ foot River Birch tree that shades our deck.

I've heard that Acephate (tradename Orthene?) can be used to control aphids. Can anyone give me somewhere to start? I can't spray this tree as it's much too large and tall. I suppose if there is something I can apply at the base of the tree, that might work.

Please help! I'm hosting a deck party in a few weeks and I need to get rid of these pests!!!
