Plugged in, Not Charging

I have a Toshiba Equium L40-10X. I have had it 9 months. A few weeks ago I plugged the ac adaptor into the wall socket and it sparked at the wall. I then went to see if my laptop was charging by hovering my cursor over the battery icon and it said 'Plugged in, not charging'. I assumed I had blown the fuse in the plug so changed it and plugged it back in. It then began to charge. But now sometimes when I plug it into the mains it charges, and other times it does not. The laptop works fine off it's battery. The laptop also appears to not lose charge when it's plugged in, it just doesn't always charge (even when it is quite low). There doesn't appear to be anything wrong with the socket on the back of the laptop where the ac adaptor plugs in.

Does this mean there is a problem with the charger? Why would the problem be intermittent though? Please help?!
