No Dial Tone, But When Calling Rings and Rings

Hello,

I have a two line jack that was working fine a few days ago, but now Line 2 has no dial tone and when calling, it rings and rings.

Also, on my Panasonic 2 line phone (KX-TG2740), the line shows up as off the hook, except when I try a test call to the number.

Tried another phone and also no dial tone.

Where would be the first place to check to see if something has gone with my jack or inside wiring?

I would check outside Telco box.
Ring and ring, means circuit opened up.
No dial tone says circuit opened up.
2 line phone showing in use, because of reduced voltage(None).
If you have dial tone to 2 lines outside, Your problem.
If you have dial tone to 1 line, Phone company problem, and should be no charge to you.
If the wires were shorted, would ring busy.
More test for you if not telco problem.

I'm a true novice, except that I set up the 2 line jack and can't remember what wires go to what now.

If I have Telco box in basement, what should I be checking for?

To set up a 2 line jack, you generally have 2 terminals from the Telco. The red and green from line 1 go to the red and green in the jack. The red and green from line 2 go to the yellow & black in the jack. the terminal usually has a regular jack on it. Plug in a regular phone directly into the terminal. If you get a dial tone its not the telco's problem.

You need to check for voltage between pairs of wires. 48 or -48 volts might be a voltage
found between Red and Green(usually line 1), yellow and black(usually line 2) or

White/blue connects to green + voltage
blue/white connects to red - voltage

white/orange connects to black + voltage
orange/white connects to yellow - voltage

Also, Phone jacks center 2 pins(red and green) is line 1, so if you had a second line(fax),
You would need to connect line 2 wire(s)/colors to red green on another jack.

Thanks for your answers. I actually had Verizon forward my calls (it's Centrex) and when they set that up, the problem mysteriously disappeared. Not sure if it was a coincidence or not.

Also, hoping that when I cancel the call forward, the problem will not return.

Did calls make it to destination, if to work or ?, when you called to test, should be in CID log
If they have to do again, forward to cell if you have one, or to your other line.
