Trademarks and Fineness Marks for Precious Metals

Does anyone know from what date manufacturers of gold and silver items were required by law to stamp their trademark next to the fineness mark on all items for sale? I know that the National Gold and Silver Stamping Act dates from 1906, but I believe that this is a recent amendment to it.
