Free download java virtual machine launcher

I re-installed my java software and my Expert Lotto Software. When I click to open Expert Lotto, I get the following message: Java Virtual Machine Launcher - Could not create the Java Virtual Machine. When I turn off Bit Defender virus protection, Expert Lotto works. Do I just have to install the Launcher?
