Yes.

If it is before reverting to Islam than it is ok. Allah is forgiving and merciful.
She only needs to ask forgiveness and it will be witnessed. Insha Allah she will.
She should try to have them removed , but if it cannot then thats ok.

If you aren't able to remove the tattoos, or by removing them it may cause you some kind of harm (physical etc.), then there's absolutly nothing wrong with your Salaah or anything that you do as a Muslim.

As Allah says in the Qur'an -

"On no soul doth Allah Place a burden greater than it can bear" [Q 286]
