Interest Rate Returns

How do I calculate a return rate if I invested $11,000 over a 12 year period to recevie $22,306 back but in years 1,2 &3 I receive nothing then each year from year 4 to year 12 I receive 1/9 of the $11,000 invested plus interest whcih when both added up equals $22,306 by the end of year 12 in total return.
